Charles H. Foley Jr. was born in Boston, Massachusetts, on February 13, 1924 to Charles and Hannah Foley. Charlie was one of eleven siblings. He grew up alongside five brothers and five sisters.

Charles H. Foley Jr. enlisted in the Army on December 10, 1942, in Boston, Massachusetts, during World War II. He was 18 years old. He served with the U.S. Army 89th Infantry Division in the European Theater of World War 2. The 89th Infantry Division, or “The Rolling W”, began training at Camp Lucky Strike in France, in January 1945. The unit then entered Germany through Luxembourg. In March 1945, the 89th joined General Patton’s 3rd Army and crossed the Sauer, Moselle, and Rhine rivers. to liberate Ohrdruf, a sub-camp of the Buchenwald concentration camp. Ohrdruf was the first concentration camp liberated by American troops in April, 1945. In 1988, the 89th Infantry Division was officially recognized as a liberating unit by the US Army's Center of Military History and the United States Holocaust Memorial Museum. As such, Charles and his fellow infantrymen are liberators.

Charlie took leave in Paris during the war, then studied at Biarritz University in France before returning to America.

Charles H. Foley Jr. married Lillian Shanley in New York City, New York, on July 1, 1950, when he was 26 years old. He worked for the FBI for 35 years. He and his wife raised six children in Scotch Plains, New Jersey.

Charlie died in 2006. He's remembered with love and pride by his children, grandchildren, and great-grandchildren. God Bless Charles.
