James Madison Presents Bill of Rights to Congress.

As an addition to the U.S. Constitution, on June 8, 1789, James Madison proposed a Bill of Rights to be considered by Congress.  The passage of the Bill later became the first ten amendments to the U.S. Constitution, and was first deliberated by the U.S. House of Representatives.  Notable of this time period was the differences between the Federalists and anti-Federalists, who initially threatened the ratification of the Constitution in 1787.  These amendments were internationally famous, and represented the successes of democracy.
