World War I: Germany institutes unrestricted submarine warfare.

Germany continues unrestricted warfare targeting civilian vessals.

On Feb. 22, 1915, Germany instituted unrestricted submarine warfare against enemy nations.  Despite opposition from Allied powers, Germany strategically attacked merchant vessals, often carrying civilian passengers.  This led to further criticism from the United States, who were at this time still neutral.
