In a surprising move to American voters, on Jan. 21 1977, President Jimmy Carter pardoned American Vietnam War evaders who had fled the country to escape the immorality of the war.  Though an act to gain more popularity in an economically fragile time, the pardons were highly criticized by those who had participated in the war, and supported government sanctions despite issues of freedom and liberty.
