Whose Idea was Independence for the Thirteen Colonies?

On 26 Oct. 1775, part of King George's speech to Parliament in London was as follows: "The rebellious war ... is manifestly carried on for the purpose of establishing an independent empire." This news did not reach Boston until 1 Jan. 1776.
