On July 15, 2016, Paul was peacefully rewoven into the cosmic fabric of the universe. Paul had been residing at Penn Hall on the Menno Haven Retirement Community campus since 2004. He considered his decision to live there one of the best decisions of his later years and was grateful to the staff there for all they did for him.

The son of a diplomat, Paul was born in Beirut, Lebanon. He came to the US at age 3 when his father, Gholam Hossein, joined the Iranian legation in the embassy in Washington DC in 1935. As the son of a foreign diplomat during his young life, he participated in many special events, including the White House lawn Easter egg hunt. As a youth, he attended private schools in the DC area and high school at the Massanutten Military Academy in Woodstock, VA. When his father pursued his career as ambassador to other countries after WWII, he, his sister, and mother, Layla, stayed on in the DC area. He received his BA from American University and an MS from Elmira College in New York. Paul served in the US Army during the Korean War.

He lived in multiple states across the country and had several careers, including probation officer, Vermont state prison warden, clinical psychologist, private school headmaster, professional numismatist, part-time college professor, and consultant to the U.S. government for evaluation of prisons throughout Virginia. His hobbies included years of collecting and brokering coins of ancient civilizations, and paper Americana, including etchings and specialty postcards. He maintained a personal interest in international relations throughout his life and often read history books and professional journals on that subject. Even though he never visited Iran, he was knowledgeable about Persian tribal histories and the Qajar dynasty in particular, as his father had been born a prince of the Qajar royal court. Paul married and divorced several times and was a beloved father and stepfather. In retirement, he sometimes taught college courses on Navy ships at sea. He has one surviving sister, Parvin Bebié in Zurich, Switzerland, and three surviving children, Paul W Davallou in Anacortes, WA, Robert D Davallou in Alpharetta, GA, and Shirine S Layton in Chambersburg, PA. He leaves behind dear friends and family who will miss him greatly.
