To the House of Representatives of the United States:

    1.  After notification that the Covenant or League of Nations was unacceptable to a body of Senators, President Wilson delivered a speech at the Metropolitan Opera House.  The petition for impeachment points out a passage from President Wilson's speech basically stating that the Covenant is so closely tide to the treaty that the Covenant cannot be dissected without destroying the vital structure of the treaty.

    2. This clause states that President Wilson caused the members of the Conference to interweave the League with the treaties created at the Peace Conference "%u2026for the purpose of coercing Senators who were opposed to the League upon its merits, by placing them in a position where they must either accept said League or incur the odium of delaying the return of peace..."
