Just years after the famed Revolutionary War battles of 1775, on September 19, 1778, the 2nd Continental Congress approved the 1st budget of the American Colonies.  Part of the Continental Congress, the 2nd Continental Congress was the presiding American government body during the American Revolution, passing such legislation as the Declaration of Independence and the Articles of Confederation.  The initial budget approved by these congressional representatives centered around military expenses and troop maintenance.
