As a sign of increased American rearmament, on June 3, 1916, the National Defense Act was signed. As part of the buildup of the National Guard to almost 500000 men, more monetary funds were allotted to the organization, which greatly expanded the size of the army before the U.S declaration of war against Germany. Public frenzy had increased with the over the preparedness of the nation if called upon to participate in World War One.
