On Jan. 29, 1850, a controversial act was introduced to Congress considering the representation of slaves, and the admittance of certain states to the union. Most surprising was the institution of the Fugitive Slave Act, stipulating northern support in capturing runaway slaves. This was clearly the most divisive issue in American history.
