Did "War of the Worlds" really cause mass hysteria?

This NARA document is one of many letters sent to the newly created Federal Communications Commission about the now famous radio broadcast based on "The War of the Worlds", by H. G. Wells, performed by Orson Welles and the Mercury Theatre.
