On 16 Oct. 1962, while agonizing over potential responses to the discovery of Soviet missiles in Cuba, Robert Kennedy passed a note to his brother, Pres. John F. Kennedy. It read, "I now know how Tojo felt when he was planning Pearl Harbor."
