W. H. Burgwyn applies to raise a battalion of Negro Confederate troops in North Carolina
In this letter, dated March 29, 1865, W. H. Burgwyn, of North Carolina, is applying to raise a battaion of Confederate black troops. The Confederate Congresss had authorized these regiments in the spring of 1865 as a last ditch effort to win the war. See also page 22 of this file, and possibly more.
