Commodore H. H. Bell's protest to Gen. Magruder, January 21, 1863
Federal Commodore Bell, aboard the "Brooklyn" wrote to Confederate Gen. Magruder, January 21, 1863, protesting the moving of buoys in the Bay and the capture of the 42nd Massachusetts Infantry during the Battle of Galveston earlier that month.
