Limit of Two Terms

What is interesting is how the terms of President Roosevelt necessitated this amendment. I often wonder had there not been a war, if FDR would have been elected again. After all, the New Deal did not end the Great Depression.

    If that is true, are term limits necessary in today's world? I suppose that they allow a President to work his second term instead of worrying about reelection, but is he less effective since he's essentially a lame duck?

    I'm certain that "W" wouldn't have been re-elected if there hadn't been a war, but then he probably knew that all along (or at least Karl and Dick did)...
