This was the step-father of my Grandmother and 2nd husband of Susanna or Susanah or Susie BALLENGER-LARMAN-FOSTER. Quincy was born in virginia.

Including here the 1910 fed census taken in Washington DC. this was one of my GreatGrandmother's husband's, her second, who apparently died during WWI. He died prior to 1920 and his military record show's he signed up in Washington DC draft. Looks like Susie married him abt 1908. Her first husband died in St. Elizabeth's mental instutition, Washington DC 1907-apparently of "unsound mind", according to the Washington Post.
