The Portland earned 15 battle stars and participated in 32 operations and engagements. The Portland held the surrender ceremonies for all Japanese-held islands under command of the Senior Japanese Imperial Forces based at Truk, Caroline Islands.
Low saw action from western New Guinea to Okinawa. Battles included the capture and occupation of the southern Palau Islands, bombardment and occupation of Yeyte, the night surface engagement during the fight for Leyte Gulf, carrier air strikes against Luzon, occupation of Mindoro and Lingayen, bombardment of Corregidor and bombardment and occupation of Okinawa.
