Master Sergeant Holley was a member of Headquarters and Headquarters Detachment, 707th Ordnance Maintenance Company, 7th Infantry Division. He was badly burned in an accidental ammunition explosion at Yongon-ni, South Korea, evacuated to the 43rd Mobile Army Surgical Hospital where he died on November 18, 1953. Master Sergeant Holley was awarded the Korean Service Medal, the United Nations Service Medal, the National Defense Service Medal, the Korean Presidential Unit Citation and the Republic of Korea War Service Medal.

MSGT Holley was killed in an accidental ammunition explosion  in November 1953. His only child, a son also named Frank Roy Holly had been born only 2 months earlier. MSGT Holley never got to see his son.
