Transcription of an newspaper article dated Thursday, May 13, 1923 in The Evening Standard (New Bedford, Massachusetts), beginning on page 15, entitled, "Soldier's Father Decorated-Unveiling of Goulart Memorial".

Lieutenant Governor Fuller of Massachusetts was the last to speak at the dedication ceremony of the Walter Goulart Memorial at the intersection of Bolton and Rivet Streets in the south end of New Bedford, Bristol, Massachusetts:

…."Walter Goulart was born in this city of New Bedford on February 1, 1895. He was taken in the first draft and sent to Camp Devens. He later was sent to Camp Gordon, Georgia. Thence he went overseas with his division. He saw much of the war. He was early in action, often in peril of death. He fought in the engagements of Toul Sector, Marbache Sector, St. Mihiel offensive and Meuse-Argonne offensive. Long before the tragic moment of his sacrifice came, he was familiar with the shock of battle. Long before the call came for him to lay down his life, he had without faltering thrust himself into the grip of war and had looked death in the face unflinchingly. This young man but a little time before playing and laughing as a boy in the streets close by became a mighty factor in the struggle for preserving democracy and making it safe for men to be free.

It was on October 7, 1918, hardly more than a month before the Armistice, that this youth made the supreme sacrifice. It was during the great Meuse-Argonne offensive a dramatic and tremendous chapter in the war. Private Goulart was a member of the 327th Infantry, machine gun company. Amidst a peril he well knew he placed his machine gun in position on Hill 180, and so he was struck by the bullet of a sniper. This position said the general orders commending his splendid conduct in which he placed his gun later afforded his platoon an opportunity to cause the Germans withdrawal on the left flank. And this order by Brigadier General Lindsay and signed by Saunders Jones, captain and acting adjutant, was read throughout all the organizations of the brigade and thus was military honor paid him."
