Norman was the son of Silas Milton and Crystal May Price Teeter. He mother and father lived in Pottsville, Arkansas, Pope County, when he was born but following the death of his father, his mother moved to Russellville. He attended school in Russellville and attended Arkansas Tech before he was drafted into the Army and was sent to Vietnam. His grandparents were: Paternal:Daniel M. Teeter and Ora Stevenson Teeter. Norman, his parents and paternal grandparents are buried in the Pisgah Cemetery, Pottsville, Pope County, Arkansas. Maternal: George Washington Price II and Ruby Elizabeth May Price - both are buried in the Price Cemetery, London, Pope County, Arkansas.
