Born James Samuel Osborne in 1920 to Samuel E. Osborne (b: 20 Jan 1882 - d: 9 Jun 1932) and Fannie (Fulton) Osborne (b: 18 May 1888 - d: 27 Oct 1967). Photo of his headstone was taken in September 2011, still awaiting final cemetery placement in Hoonah Village, Icy Strait Point, Alaska.

Enlisted in the Army as a member of the Alaska Territorial Guard (ATG). The ATG or Eskimo Scouts was a military reserve force component of the U.S. Army, organized in 1942 in response to attacks on American soil in Hawaii and occupation of parts of Alaska by Japan during World War II.

He was assigned to Excursion Inlet at a ("secret") installation on the north shore of Icy Strait Point, Alaska. The terminal accommodated nine ocean-going vessels, six barges, two ammunition ships, and two gas oil tankers. He helped transfer supplies to ocean-going vessels for the crossing of the Gulf to Kodiak Island in support of the Aleutian Campaign.
