Believe this is son of F (Fremont). P. Pepper, itinerant photographer (GA, AL), b. GA. ca. 1855 who had a son named for him born this year.

Re previous mention of Photo'r F. P. Pepper - he was listed "mulatto" in census records, thus very likely this F.P. Pepper's father.

Colored Photographer.

The photographer at Montezuma is F.P. Pepper, a colored man whose work is pronounced equal to that done in the large cities.  Pepper has twenty years’ experience in picture-making and is self-educated and a well informed negro.  The people of Montezuma say he is a genius in his art and patronize him liberally.  He has an excellent outfit both at Montezuma and Ashburn, his gallery for all commercial work being at the latter place.  Pepper secures the best white trade by making a picture that never fades.  [Excerpted from “Montezuma, A Thriving Little City, is Located in a Delightful Section,” Atlanta Constitution, 1 Nov 1903]
