Does anyone have information on the authorship of this document? Who were the team of people who wrote the English and Japanese versions? I have heard some evidence that Donald Roy Gillespie, Ensign, US Navy, a Japanese code breaker during the war, played a part.

It is interesting to note the Japanese considered their powers as "Allied," when their enemies shared the same title.
