Actually, according to Robert M. Weir in "Colonial South Carolina" Fort Johnson was begun in the first decade of 1700 and was in use by 1709, created during the proprietary period of government. (p82, 1983)

Fort Johnson was constructed by Confederate forces as part of the coastal defenses of Charleston, SC. It was located on James Island west of Fort Sumter.
